“Give me 2 years, kick me out if I’m useless” says incoming DOTC chief

Incoming Department of Transportation and Communications (DOTC) Secretary Arthur Tugade asked the Filipino people to give him two years to perform his duties in resolving the country’s transportation woes.

Pag wala akong nagawa after two years, sipain n’yo ako, wala akong silbi,” he was quoted saying in an article published by ABS-CBN on June 27.

[If I have not done anything in two years, kick me out, I am useless.]

To achieve his plans, Tugade said he wants to instigate reforms first in the work attitude of DOTC employees by trying to instill discipline by way of prohibiting tardiness, glum demeanor and departmental meetings during office hours.

The incoming DOTC chief likewise said he intends to eradicate corruption within the agency.

Tugade also revealed that in his first 100 days he will endorse the granting of emergency powers to President-elect Rodrigo Duterte to solve the traffic nightmare in Metro Manila.

He will then continue the Aquino administration’s program for the phaseout of old public utility vehicles and prioritize easing airport congestion, the installation of Wi-Fi routers at sea ports and the creation of a printing office for driver’s licenses and vehicle plates.

On top of this, Tugade set his sights in procuring cable cars and double-decker buses as well as the continuation of the bus rapid transit program and the modernization of the rail system.

His plans also include the drafting of a 30-year transportation road map, which he intends to present before his term ends.

Tugade is a former classmate of President-elect Rodrigo Duterte at the San Beda College where he took up a bachelor degree in Laws and graduated Cum Laude.

Aside from this, Tugade completed a financial management program at the National University of Singapore.

The incoming DOTC secretary is the founder of Perry’s Group of Companies and previously served as President and Chief Executive Officer of the government agency Clark Development Corporation.
