Duterte appoints Arroyo’s DOTC undersecretary as TESDA chief

  • He was an undersecretary for the Department of Transportation and Communication in the Arroyo administration

President Rodrigo Duterte appointed lawyer Guiling Mamondiong as the new chief of the Technical Education and Skills Development Authority (TESDA).

In an article that was posted on ABS-CBN News, it was disclosed that Duterte chose Mamondiong, who was a Department of Transportation and Communication (DOTC) undersecretary during the Arroyo administration, to take over the position from Irene Isaac. Isaac has been the officer-in-charge of the TESDA since the resignation of former TESDA Chief Joel Villanueva, who ran for senator in the May 9 polls.

The TESDA, which was established in 1994, promotes technical-vocational education and training in the country with the help of industry, labor, and local government. It is the government agency in charge of making vocational and technical skills training available nationwide in order to develop the workforce and give Filipinos a better chance at finding employment.

Mamondiong, who hails from Lanao del Sur, was an active supporter of Duterte during his presidential campaign. He was one of the members of volunteer group Mayor Rodrigo Roa Duterte (MRRD).

Meanwhile, after the President announced Mamondiong’s name, he said that there were a few Moro in his Cabinet because he was “cooking” something. Duterte said he wants to give the Moros a chance to have greater participation in nation building.

“If I succeed, there will be a reconfiguration of territory… and most of them (Moro leaders) will occupy regional or state positions,” he said.

To note, the new president has been pushing for federalism as the answer to the Bangsamoro quest for self-determination and to address the country’s woes.
