President Rodrigo Duterte said the Mamasapano clash was a sad consequence of someone’s running after the $5-million bounty offered by the government of the United States for the head of Malaysian terrorist Zulkifli Abdhur, also known as Marwan.
During his visit to the Philippine Army’s 1st Infantry Divison in Zamboanga del Sur on Wednesday, August 10, President Duterte said the police operation codenamed Operation Exodus that took place in Mamasapano in Maguindanao on January 25, 2015, where 44 members of the Philippine National Police Special Action Force (SAF) perished as they went after the terrorist, was all about the bounty.
“Katong sa Mamasapano [what happened in Mamasapano, it was a question of greed,” Duterte said.
He claimed that the SAF troops were directed by someone who was after the $5-million bounty.
The President said similar incidents will not happen during his watch.
“These are the things na dili mahitabo sa akong panahon. Dili ko musugot anang tinorpe na desisyon. It’s very stupid. Maasahan na nila iyan. Dili ko musugot ug in-ana,” he said.

Getulio Napeñas, former SAF head, told GMA News Online via a text message that he had no idea about the $5-million bounty being the motivation for the Oplan Exodus. He said it was former President Benigno “PNoy” Aquino III who ordered the operation against Marwan.
“Ang nag-utos at nag-direkta sa planning, preparation, at execution ng operation kay Marwan ay si PNoy mismo. Kung ‘yong reward money ang motive nya, hindi namin abot at malaman dahil ‘di nya sinabi,” Napeñas said.
