Who wouldn’t be surprised to see a toddler seemingly tied to a fence?
Yes, a toddler whose life could have been endangered after being tied to a wire fence with a bungee cord was found screaming by a man mowing his lawn.
Matt Knight reported the incident to the police after taking a photo of the horrifying scene of the trapped child across the street. Police claimed that they have been called to the property twice before in the past month wherein children were reportedly left unattended in the street.
“I walked over there and the kid, like the photo you saw, was strapped or caught up in some of the bungee strap to the fence. I just wanted some photo evidence versus a bunch of hearsay,” he told KHQ.
The man added that the strap or bungee cord was pretty much at neck level and she was up on her feet, but kind of struggling around her neck.
When confronted over the incident, the toddler’s mother claimed the child just got tangled up in the cords. Quite confusing, yes, especially as she refused to give a statement as to why her child was out of the house alone; wandering in the streets.
The Washington Department of Health Services said they can’t comment on specific cases except when a child dies or nearly dies; adding that a child is only immediately removed from a home if they’re in imminent danger.
