‘Disappointed’ Colanggo: I gave De Lima P3 million monthly, but still got transferred to NBI

MANILA, Philippines – Convicted high-profile inmate Herbert Colanggo expressed frustration over having been supposedly stabbed in the back by Sen. Leila de Lima after his transfer from the maximum security compound at the National Bilibid Prisons (NBP) to the National Bureau of Investigation (NBI) holding facility.

At the congressional hearing on the proliferation of illegal drugs in the Bilibid, Colanggo said his transfer came despite paying De Lima and former Bureau of Corrections (BuCor) chief Franklin Bucayu a monthly payola.

“Hindi ko rin naisip na ako ay ipapatapon dahil nagbibigay naman ako ng payola kay Sec. De Lima ng P3 million at sa [Bureau of Corrections] director ng P1.2 million kada buwan [I did not think they would transfer me as well because I was giving a payola of P3 million to Sec. De Lima and P1.2 million to the BuCor director every month],” GMA News quoted him as saying.

Colanggo said he personally appealed his transfer to De Lima who initially assured him it would only be temporary.

“Sa isip ko, natutuwa ako dahil baka 2 to 3 days lang ako tapos ibabalik ako sa maximum. Pero inabot ako ng walong buwan sa NBI,” he said.

[In my mind, I was happy because maybe I would stay there for two to three days then I would be returned. But I ended up staying for 8 months at the NBI.]

While away, Colanggo said Jaybee Sebastian became De Lima’s fair-haired boy who lorded over the drug trade in Bilibid.
