MANILA, Philippines – Department of Environment and Natural Resources (DENR) Secretary Gina Lopez could be the second Duterte appointee to be bypassed by the powerful Commission on Appointments (CA) after Foreign Affairs chief Perfecto Yasay Jr.

Speaking to reporters, Pacquiao said with certainty that Lopez will be bypassed and President Rodrigo Duterte would have to re-appoint her to the Cabinet.

“Definitely, maba-bypass. The President would have to re-appoint her,” said Pacquiao.

The sportsman-politician added they urged Lopez, who is scheduled for a US trip, to stay but she refused.

“Kasi aalis siya (Because she’s leaving). We urged her to stay but she has committed already to the appointment. We cannot stop her,” Pacquiao explained.

At Lopez’s confirmation hearing, Pacquiao once again turned to the Bible to justify mining activities in the country.

He quoted Deuteronomy Chapter 8, verses 7 to 9 which says: “God gave man a “good land” with rich streams, rivers and valleys, and you can dig copper out of the hills.”

“There is even instructing [sic], you can dig copper, but if you understand the first line, there’s responsible, meaning responsible mining,” he added.

He then told the committee he only would want to be ‘balanced’ as its chairman and urged Lopez to give due considerations to the mines that were closed.
