Sinabi ni Sen. Panfilo Lacson na sa kabila ng mga isyung kinahaharap ng lipunan sa ngayon kagaya ng sa mga locally stranded individuals, anomalya sa health care system, diumano’y overpriced na pagbili ng PPEs ay nabanggit pa ni Health Secretary Francisco Duque III na “blessing in disguise” ang pandemya.

Pahayag ito ni Lacson habang binubuo ang report sa diumano’y multi-billion peso scam sa Philippine Health Insurance Corp. (PhilHealth) makaraan ang three in-person at virtual public hearings patungkol dito.

Binanggit ng Senador ang mga sinasabing anomalya kagaya ng diumano’y illegal advance payment to unauthorized health care institutions kaugnay sa pag-abuso sa interim reimbursement mechanism scheme, gayundin ang diumano’y “grossly overpriced procurement” ng ICT equipment ng ahensya, at ang diumano’y “double-the-price purchases” ng mga PPEs at face masks.

Wika nito, ‘’All these amid daily reports that many of our people, like locally stranded individuals (LSIs) are being dumped in less than human living condition facilities for days or weeks, waiting for government assistance and care.”

Dagdag pa niya, “Yet, we hear the secretary of health saying that the pandemic is a ‘blessing in disguise,’ we know for sure we haven’t seen the worse for our suffering countrymen, health wise and their economic well-being.”

Ang mga pahayag ni Duque patungkol sa “blessing in disguise” ay naganap sa isang webinar na inorganisa ng University of the Philippines.

“This can also be some kind of parang blessing in disguise. Serendipitous kasi parang na-accelerate itong universal health care because of the COVID-19. It’s a catalyst, although COVID-19 did expose the fissures, the cracks, the weakness of our Philippine health system.” sabi niya.
